The Jury: ,,This is a processs driven submission where the university is seen as the instrument of communication in the city in a democratic climate. The city itself becomes the university and the key function of the organization of the university is to create a communication net where the functions of learning are matched to the requirements for work and ideas from the city. This is a profound vision which begins with a brain storming that generates a number of sub-centers in the urban fabric. Here the learning process is linked with training, education, crafts and skills. References are offered to key buildings that would contribute to this vision, such as the tabacfartory and old city-buildings. It could work and the first task of the designer is to facilite the process of choice. A great contribution which gives little importance to the resolution of architectural statements."
